ADMISSION/RE-ADMISSION
Postgraduate Students
Regular post-graduate, B.Tech (CIC) and research students of the University may apply for admission/re-admission to the Hall by filling the admission form attached with the Bulletin of Information 2019-2020. The form and the Handbook together cost Rs. 150. Those seeking admission/re-admission to the Hall should carefully read the rules and conditions given in the Handbook and the application form, before submitting their application. It will be assumed that students admitted to the Hall have implicitly agreed to abide by all the rules and conditions given in this Handbook of Information and Rules, as on the application form.
The completed application form should be submitted to the Hall Office by the date notified on the Hall notice board. Admissions shall be made only under the criteria approved by the Managing Committee regarding the period of residence, allotment of seats for different faculties, disciplines, courses and categories, as also the various fees and other rules of residence, given in the Handbook.
The Hall Admissions Committee, consisting of the Provost, Warden and Resident Tutor, shall prepare the admission list on the basis of merit lists prepared by University Departments and Faculties. Admission will be done from list of merit as well as entrance list provided by Department/Faculty. Selected candidates shall be required to submit all original documents proving their eligibility, and their admission/re-admission as regular students of the University. They must also pay full Hall fees within a given period, before taking up residence.
For continuing residents, the last date for submitting the completed admission form, together with a bona-fide student certificate and fee receipt, is 31st August, or as notified by the Provost.
Foreign Students
Foreign postgraduate students, whether regular or visiting, must have their applications forwarded by the Foreign Students Advisor, and recommended by the Head/Dean of the concerned Department/Faculty. Foreign students shall also pay all additional charges approved by the University.
Teachers/Research Associates/Visiting Scholars
Universi!Y-appointed teachers who wish to apply for residence in the Teachers' Court should write to the Provost, through Head of the Department, and support their application with an official recommendation from their Department/Dean/Director. This application must be renewed annually. It should be noted that University teachers who live in the Teachers Court shall forego their House Rent Allowance for the period spent as residence in the Hall.
Foreign scholars, teachers and researchers who are associated with the University, and Research Associates appointed in the University, who wish residence in the Teachers' or Doctors' Court should write to the Provost, through the Hall Office, and support their application with on official recommendation from their Head of Department/Dean/Director. Research Associates in formal employment / engagement with the University of Delhi, or other universities (but temporarily working in the University of Delhi) shall forego their HRA, without exception.
SEAT ALLOTMENT
Seats are given to regular students on the basis percentage of allotment to the faculties of the University of Delhi as per the approval from the competent authority*, as given below:
* Distribution of seats may change on the directive of the University in the wake of any new amendment. The faculty-wise distribution of SC/ST seats maybe be readjusted between faculties/departments by the admission committee depending upon the receipt of application and merit of student.** The endeavor of hostel administration is to provide representation to the maximum number of departments, on the basis of academic and extracurricular merits of the applicants. However, it is possible that every department of a faculty may not get a seat in a particular academic year. If there is no application from a particular faculty, their seats shall be redistributed by the Admission Committee.
*** Residents admitted under the Sports category shall lose their seat in the Hall if they do not provide proof of participation in at least one state/notional level competition in their particular sport, during the academic year.
ELIGIBILITYA student seeking admission or re-admission to Gwyer Hall should:
(i) be a bona-fide student of a full-time post-graduate course, including LLB, B.Lib, B. Ed, B.Tech, CIC etc., or on M. Phil or Ph. D student of the University of Delhi.(ii) not be enrolled in an evening/part-time/correspondence course. Those students whose parents/fomily is residing in National Capitol Territory of Delhi and within a radius of 70 kilometers from Gwyer Hall, Delhi University.(iii) not be eligible for admission to this Hall.(iv) not be an external/part-time/correspondence student.
(v) have cleared the terminal examination of the last course attended.(vi) not have resided in any University of Delhi hostel facility for a course of the same level earlier. He should not have completed total six years residence in different post-graduate hostel of the University.
(vii) not be employed anywhere, other than as guest/ad-hoc/temporary lecturer, in a college under
the University of Delhi.(viii) not be employ in any college or organization for more than 6 months. not have an adverse disciplinary record in any hostel or university/College previously attended, nor any criminal cases.
(ix) have cleared the examination for which hostel accommodation was provided.(x) have cleared the examination for which hostel accommodation was provided. (xi) Horizontal transfer by student between different courses will not be considered for admission.
A student, while seeking admission, and during the period of residence in the Hall, must fulfill the criteria stated above, and provide documentary proof to establish the some. If he fails to fulfill any of these conditions, the student shall be made to vacate the hostel immediately. Suppression of information or misrepresenting facts pertaining to any of these eligibility criteria, are liable to lead to disciplinary and/or legal action, as may be deemed fit by the Hall.
CONDITIONS FOR RE-ADMISSIONResidents continuing in the some course must seek re-admission after buying the application form and Handbook of Information and Rules available annually from the Hall Office. Only those residents who have cleared their last examination of the University of Delhi and have paid all Hall and Mess bills of the preceding session, and have not faced any disciplinary action or adverse disciplinary complaints, shall be eligible for readmission.Ph.D. students must on their own submit to the Hall Office a progress report from their research supervisor, recommended by the concerned Dean/Head of the Department, every six months. This report shall confirm that the resident is actively engaged in research as a full-time student, and that his work is satisfactory. In case the Ph.D student has not regularly submitted these progress reports during the preceding academic year, his re-admission may be cancelled.
Student of terminal courses will have to submit certificate from the Head of the Department in the beginning of each semester about their promotion in next semester, failing which his admission will be cancelled.
M.Phil students who have not finished their course within the statutory period, without adequate reason, may be denied admission/re-admission to the Hall for Ph.D.Residents who hove been employed as a college teacher for more than one calendar year (that is, if they have received salary over the summer vocation), shall not be given re-admission.
Any student seeking re-admission to the Hall must fulfill all the general eligibility criteria. If he fails to fulfill any of these conditions during re-admission or during the period of residence, his admission shall stand cancelled. Any change of home address or the address of the local guardian or their telephone numbers must be intimated to the Hall Office at the time of re- admission.Suppression of information, or giving wrong information pertaining to any of these eligibility criteria, shall lead to disciplinary or legal action, as may be deemed fit by the Hall administration.
ADMISSION PROCEDURE1. Students seeking admission to the Hall will be short-listed by the Hall Admission Committee, consisting of the Provost, Warden and Resident Tutor. The list will be drown up on the basis of the merit lists of different departments and faculties, with seats distributed according to the percentage of their total allocation in Gwyer Hall.The list of short-listed candidates will appear on the Hall notice board, and they shall be invited for on interaction before the Admission Committee. The final list of applicants, selected for admission from the short-list already notified, will be signed by the Provost and posted on the notice board. The selected candidates must thereafter confirm their admission by completing all formalities and paying admission fees within a given period.2. Admissions to the Hall are strictly for a period of one academic year, and fresh application should be made by those seeking re-admission at the beginning of each academic year. If a student fails to take re-admission within ten days after declaration of his result, or the last date for re- admission, whichever is later, he shall be charged Rs. 10/- per day as late admission fee. After one month from the last date of re-admission, or the date the results were declared, he shall forfeit the right to re-admission.
3. Admission to the Hall will be on the basis of merit list (direct admission & entrance test) provided by the concerned department/faculty of the University.4. In case a Department/Faculty has categories/preferences for admission to a course, the categories/preferences for admission to the Hall shall be in the some order as followed by the Department/Faculty.
5. Applications for admission under the sports quota should be forwarded by the Sports Council of the University of Delhi. Such applications shall be considered only when the applicant has successfully represented the State or the National level within the last two years.
6. M.Phil and Ph.D. students who have won UGC-CSIR Fellowships/ Scholarships, shall be given preference in admission. However, they shall forego HRA for the period of their stay in the Hall.
7. Undergraduate students except CIC are not eligible for admission to the Hall.8. The Hall shall not admit those applicants who have taken admission in any other hostel of the University during the some academic year.
9. The Hall reserves the right to refuse re-admission to any applicant without assigning any reason.
10. Applicants with extra -curricular achievements shall be given priority.11. Complaints or grievances, if any, shall be dealt with by the Provost, whose decision shall be final.
12. The resident who have entered into any kind of indiscipline or unsivery activity into Hall will not be considered for re-admission
PERIOD OF RESIDENCE
A student shall be eligible to stay in the Hostel for a period not exceeding the duration of the
course, as given below:
(i) B.Lib/M.Lib : 1 Year/stotutorydurotionofthecourse, or until
the time the dissertation is submitted, whichever is earlier.(ii) M.A/M.B.A/M.Sc M.Com/ L.L.M/M.I.B/MHROD : 2 years
(iii) L.L.B/M.C.A/M.Tech : 3 years
(iv) B. Tech (CIC) : 4 Years(v) M.Phil Course will be 01 year and 06 month or fwo years wherever applicable as per University of Delhi norms and guidelines. Extension of any type given by concerned Department or completion of M. Phil. Course will not be a case for extension of stay in the Hall.
(vi) Ph.D: 5 years as per revised (Ph.D) Ordinance: (Applicable to those Ph.D students who have taken admission to Ph.D Course as per revised Ph.D Ordinance). In case of those Ph.D student who have enrolled in the Hostel/Hall at P.G. or M.Phil level, the total stay in the Hall shall not exceed Six and Five & half Years respectively. One time extension of six months may be granted by the Hall Administration in appropriate cases on the recommendation of competent authority. Extension will be granted only to those residents whose conduct and behavior has been good and who has not been issued disciplinary notice(s) by the Hall Administration.(vi) All residents (except Ph.D students) who become non-bona-fide affer expiration of duration of their course will hove to vacate the room within two months from the date they become non-bona-fide and during this period they have to pay Guest Charges. If anyone fails to vacate the room after fwo months he has to pay Rs.200/- per day till his eviction from the Hall.
Note:
I. If a student joins the Hall not at the commencement of the course but later, his entitlement to residence in the Hall will be for the remaining period of his course. For example, a student admitted to the Hall during IInd Year of his M.A course, will be entitled to stay only for one year. Similarly, if a student enrolled for Ph. D has already completed one year at the time of admission to the Hall, he will be entitled for residence in the Hall only for four years.
II. A resident shall vacate his seat/room
a) within 7 days of the last annual examination for the courses students was admitted.
b) within 7 days of submission of M.Phil/Ph. D thesis
c) after completing the statutory period of the course on the basis of which admission to the Hall was granted
d) after completing six years of residence in the PG., research Hostel system.
III. The extension of period of stay to the residents of Gwyer Hall be given after the expiry of
permissible period of stay @Rs.100/- per day upto fwo months and Rs.500/- per day for any further
extension not more than a week.
IV. The resident shall automatically cease to be a bona-fide resident of the Hall after completing six years in the University Hostel system.
V. A student who fails to pass in the annual/semester examination, or fails to take the examination, for any reason whatsoever (including medical grounds), forfeits his right to re-admission. No student shall be re- admitted or granted extension on medical grounds. A resident who fails to pass annual or semester examinations will immediately lose bona-fide resident status, and withdrawal of Mess dining rights, and should vacate his seat/room within 7 days.
Provost in specific genuine cases may exercise his discretion to give an extension to research students for six months in order to enable them for appearing in viva-voce beyond their specific period of residence.
